Update: Entry Type 13 compliance date extended to Jan 20, 2027

U.S. Customs and Border Protection (CBP) extended the compliance date 90 days from October 22, 2026 to January 20, 2027. CBP confirms there are no changes to international mail entry procedures before then. Read the update.

Keep shipping to the U.S. and select EU destinations with Canada Post + Zonos

The U.S. requires duty to be prepaid on all postal shipments under 2,500 USD, and some EU destination posts now require duties and taxes to be prepaid on certain shipments. To support small businesses and merchants, Canada Post has partnered with Zonos to meet both: Zonos collects what's owed and pays it on your behalf for your shipments to the U.S. and, starting November 4, 2026, select EU destinations.

New U.S. product data requirements start January 20, 2027

About 42% of Canada Post shipments will need additional data. Zonos solutions help collect this data and duty together so shipments can keep moving.

Canada Post + Zonos solutions

Choose your solution

Pick the path that fits how you ship. Choose Individuals if you ship from the post office counter, or Businesses if you ship at scale with a business postal account.

Both solutions support shipments to:

  • United States: duties prepaid on postal shipments under 2,500 USD
  • Select EU destinations, starting November 4, 2026: Austria, Belgium, Cyprus, Germany, Denmark, Estonia, Finland, France, Italy, Luxembourg, Malta, Netherlands, Portugal, Spain, Sweden, and Slovakia

Businesses can use a Zonos Verified Account to ship to the U.S. and select EU destinations.

What is a Verified Account?

A Verified Account is a free account (no subscription required) you set up with Zonos. You'll get free access to tools to calculate U.S. duties and get HTS codes, but its main purpose is to let your business keep shipping via Canada Post to the U.S. and, starting November 4, 2026, select EU destinations. You link it to your Canada Post business account. Once Canada Post sends your shipment data to Zonos, Zonos bills you directly for the duties and clearance fees, plus the taxes and applicable fees on EU shipments, so your prepaid parcels clear customs without your recipients being charged at delivery. Your Verified Account also holds the product data each destination asks for: it sends the product identifiers the EU requires on B2C shipments to the select EU destinations, and flags which of your items need additional info to clear into the U.S. under the new requirements starting January 20, 2027.

What you get

Automatic billing: uninterrupted clearance, labels issued without delay, and duty remittance handled directly by Zonos.
Transparent duty invoices plus tools to calculate duties.
Item Quoter: a free tool to calculate U.S. duties and get HTS codes for your products.
Lower fees, ideal for merchants scaling with higher volumes and repeat international shipments.
NEW: Sync your product catalog (through free channel sync, CSV upload, or the Catalog API) and Zonos will tell you which of your products need more data to be cleared into the U.S. after January 20, 2027.
NEW: Store product-specific data in your Catalog, including EU product identifiers (PIDs), so Canada Post shipments reference it.
NEW: Supply Section 232 metal origin and trade agreement documentation, and eligible shipments can qualify for a lower duty rate.

Ship to select EU destinations, starting November 4, 2026

Your Verified Account works the same way for the select EU destinations as it does for the U.S. Where a destination post requires prepayment, duties and taxes are settled before the parcel arrives, so your customers aren't asked to pay at delivery.

Two kinds of shipments work differently: shipments over a destination's value limit ship DAP, and shipments to the rest of the EU aren't supported by Zonos, even though they still get a Declaration ID.

How it works

1
Create your label as usual

Create your Canada Post label the same way you do for the U.S. today. Have your own IOSS number, or sell through a marketplace that has one? Save it in your Zonos Dashboard, or pass it when you request the label from Canada Post.

2
Canada Post bills postage

Postage is billed to your account with Canada Post, as usual.

3
Zonos invoices the rest

Once your parcels are in the postal stream, Zonos invoices you for the duties and the postal clearance fee, plus the VAT on shipments without an IOSS number and the PDDP fees some EU countries apply, then pays them for you. If you used your own IOSS number, Zonos won't bill you the taxes (the IOSS holder is responsible for remitting the tax instead).

B2C shipments 150 EUR or less

Add product identifiers (PIDs) by November 1

From November 1, 2026, the EU requires PIDs on every item in B2C shipments valued at 150 EUR or less.* You can use your Catalog in Zonos Dashboard to store these IDs and send them with your Canada Post shipments to the select EU destinations.

  • Merchant Product Identifier (M-PID): your SKU or item code. Always required.
  • Non-Standardised Manufacturer Product Identifier (NS-PID): the manufacturer’s model or part number. Always required. If you make the product yourself, use your own model or part number.
  • Standardised Manufacturer Product Identifier (S-PID): the barcode (UPC, EAN, or ISBN). Required only if the product has one.

Not needed for shipments over 150 EUR, B2B shipments (generally), or your U.S. shipments.

*The underlying regulation (Annex B of the UCC Delegated Act) doesn't state the 150 EUR limit yet, but the European Commission is amending it to do so.

Where to add them

The PID fields are live in Zonos Catalog now, even if your ecommerce platform has no place for them.

  • Shopify: add PIDs in your product listings. Zonos picks them up automatically when you have Zonos Sync installed.
  • Magento, WooCommerce, BigCommerce, Miva, and other platforms: add PIDs in Zonos Catalog, or map them from fields you already keep in your store if your plugin supports it. You can bulk upload to Catalog with a CSV.
  • API: store sku, manufacturerProductId, and gtin (digits only) on each product in your Catalog with the Catalog API. Leave gtin out if a product has no barcode.

Zonos matches your Catalog products to your EU shipments the same way it does for the U.S. If you connected a channel like Shopify, orders are matched by tracking number, so there's nothing to do when you ship. If you uploaded a CSV or used the API, use a unique item description on your Canada Post shipment that exactly matches the product name in Catalog.

EU handling fee of 2 EUR: effective November 1, 2026

The EU's Union handling fee of 2 EUR per customs item takes effect November 1, 2026. It's included in the costs Zonos bills you and pays on your behalf.

Get your products ready for the U.S.

Most Canada Post shippers already have a Verified Account with billing set up — that part is done, and nothing about it changes. If you're a Canadian business that hasn't set one up yet, start with the account setup guide.

From there it's four one-time steps. After that, your answers travel with every U.S.-bound parcel you send: automatically if you connect your store, or through your exact Catalog product names on each label if you upload a CSV or use the Catalog API.

1

New

The Add channel dialog in Zonos, with Shopify, eBay, Etsy, BigCommerce, WooCommerce, Wix, and Amazon connections and a CSV upload option

Connect your Catalog once

Connect your store and your products sync automatically, staying current as your store changes. Etsy, eBay, Shopify, WooCommerce, Adobe Commerce (Magento), Wix, Amazon, and BigCommerce are supported. Or, any platform can upload a CSV instead, or build its Catalog from its own system with the Catalog API.

2

New

A synced Zonos Catalog of products with HS codes and country of origin, with three products flagged for attention

See which items need more info

Zonos checks every product in your Catalog and marks the ones that need more — melt and pour for a steel water bottle, FDA details for a lip gloss. Everything unflagged is ready to ship.

3

Reduces delays

Zonos Clarify asking a product-specific question about wooden alphabet blocks

Zonos Clarify asks, and drafts the answer

Requirements differ by agency and by product. Zonos Clarify Zonos AI works out what each flagged item has to provide and proposes the likely answer, so you edit and confirm rather than starting from a blank form. Answers save to the product and are reused.

4

Lowers duties

Uploading a USMCA certificate of origin and linking it to two Catalog products

Add supporting documents, optionally

Certificates of origin, melt and pour records, and trade agreement paperwork attach to the products they cover.

Using a CSV or the Catalog API in step 1? One more step is required

Every time you ship, use each product's unique Catalog name as its product description: same words, same order, same punctuation. If they don't match, Zonos can't use the details saved in your Catalog. See how matching works

| After setup

Coming soon

Zonos comes to you when a detail is missing

You do not have to keep the Catalog perfect on your own. Zonos checks each U.S.-bound shipment against what you have already provided, and if something is missing, emails you a link to the one question that needs answering. When possible, your answer is saved to the product, so it is not asked again.

What kinds of data are needed

Product-specific tariffs, like Section 232

Some U.S. tariffs depend on details about the product itself. Section 232, which has applied to postal shipments since July 24, 2026, covers steel and aluminum goods and asks where the metal was originally made — the country of melt and pour for steel, or smelt and cast for aluminum. Supply that documentation and your shipments can qualify for a lower duty rate.

Postal shipments are eligible for free trade agreements for the first time

CUSMA and the Australia-U.S. Free Trade Agreement (AUSFTA) can reduce duty on goods that qualify, on shipments under the 2,500 USD threshold described above. Claiming a rate requires a valid certificate of origin with the shipment.

Agency-regulated postal shipments must be filed electronically from January 20, 2027

Partner government agencies are the U.S. bodies other than customs that regulate what can be imported, such as the CPSC for consumer products and the FDA for anything applied to or taken into the body. Starting January 20, 2027, postal shipments of products they regulate must be filed electronically through Entry Type 13, along with the data each agency requires.

Summary of changes

Now
  • Duties are prepaid through your Verified Account, as described above
  • Section 232 metal-origin data already applies to postal shipments (since July 24, 2026)
  • Free trade agreement (CUSMA, AUSFTA) rates now apply to qualifying shipments under 2,500 USD.
Starting January 20, 2027
  • Shipments of products regulated by a partner government agency (PGA), such as the FDA or CPSC, must be filed electronically with the agency's required data
  • Products without the required data can be held or returned at the border
  • Zonos Catalog, Clarify, and document uploads are free ways to get ahead of it — see below
