One menu an option is offered on. scopeType is ALL (every menu this catalog has), DEFAULT (the menu to fall back to when nothing else matched), HTS_CHAPTER, or ANSWER:<question code>.
Precedence of this scope type: the lowest-ranked one that selects anything decides the menu, so a processing code's own menu replaces its program's. Defaults to 1.
The catalog this scope's values are codes of, for a scope narrower than the one an up-front enumeration is keyed on. Null leaves the scope out of that enumeration.
