Not required: identified in APHIS guidance as not requiring a declaration (e.g. certain FTZ products in the zone before November 26, 2016).
C
Filed through other agency means — the APHIS Lacey Act Web Governance System (LAWGS).
D
Filed on paper — the Lacey Act Plant and Plant Product Declaration (PPQ Form 505/505b).
G
De minimis: plant material is no more than 5 percent of the individual product unit weight, and no more than 2.9 kg of plant material per 10-digit HTS entry line (7 CFR 357.4(b)). Filer-supplied only — the per-entry weights it depends on are not known to the apply.
