Workflow step: infer export-control classifications for the catalog item drafts created by catalogItemDraftsCreateWorkflow earlier in the same operation, reusing the draft image, the categories as corrected by categoriesValidateWorkflow, and (per exportHsCodePreference) the draft's own exportHsCode or the EXPORT code from classificationsCalculateWorkflow. Each draft succeeds or fails on its own. The drafts that succeed are returned (in draft order) and recorded; each draft that fails is left out and reported as one error with the message Catalog item draft {draftId}: {reason}, a draftId extension, and an error type of BAD_REQUEST (bad input, e.g. an expired draft image or an export code without digits), UNAVAILABLE (a dependency timed out or is unreachable), or INTERNAL. Only a problem with the step itself (no drafts in the operation, unknown draftIds, drafts temporarily unavailable) fails the whole step.
