Add a country-specific HS code to an existing CatalogItem, identified by its SKU or product ID. If the CatalogItem already has an HS code for the same shipToCountry, that HS code is replaced instead of rejected, and its existing ID is returned. Because of this, repeating the same call (for example, after a timeout) is safe.
