Electronic Export Information

Lär er när EEI krävs och hur ni lämnar in en rapport.

Electronic Export Information (EEI) är den elektroniska rapporten och dokumentationen av varor som exporteras från USA till ett främmande land. EEI-inlämning krävs när en eller flera artiklar i en sändning är värda mer än 2 500 USD. En ”artikel” bestäms per harmoniserad kod (HS-kod), vilket innebär att flera artiklar med samma HS-kod räknas som en artikel för EEI-ändamål. EEI-inlämningar skickas online till U.S. Customs and Border Patrol (CBP). EEI-data används av CBP för att upprätthålla tullagar på sändningar med högre värde.

Begrepp att känna till
  • Automated Export System (AES) - AES är ett datorsystem som samlar in Electronic Export Information (EEI). I många fall kräver lagen att ni rapporterar EEI för varor som exporteras från USA och dess territorier.

  • Electronic Export Information (EEI) - EEI, tidigare kallad ”Shippers Export Declaration” (SED), är den elektroniska inlämningen av varor som exporteras från USA och som är värda mer än 2 500 USD via AES.

  • Internal Transaction Number (ITN) - Ett ITN-nummer tillhandahålls efter att en begäran om EEI-inlämning har skickats via AES-systemet eller transportörens agent file-process.

    • ITN börjar med ett ”X” och består av år, månad och dag för godkännande, följt av ett sexsiffrigt slumpmässigt transaktionsnummer. Till exempel skulle det tillhandahållna ITN för en godkänd AES-inlämning den 1 januari 2021 se ut så här: AES X20210101999999 (14 siffror efter ”X”).

När EEI krävs 

EEI krävs i följande situationer:

  • Om en enskild artikel (efter HS-kod) överstiger 2 500 USD i värde och inte går till Kanada

  • Om någon vara kräver en exportlicens (på grund av varan och/eller destinationslandet)

    • Se en lista över artiklar som kräver en exportlicens här
  • Om en sändning går till Kina, Ryssland eller Venezuela, oavsett värde

  • Om varan finns på listan International Traffic in Arms Regulations (ITAR)

Vad är ITAR

ITAR är en uppsättning amerikanska myndighetsregler som kontrollerar export och import av försvarsrelaterade varor och tjänster på U.S. Munitions List. Om ni använder Zonos för att generera fraktetiketter uppmanar programvaran er att lämna in en EEI när det behövs.

Hur ni lämnar in EEI 

Ni kan lämna in EEI online via CBP:s ACE-system. Ni behöver skapa ett konto om ni inte har ett. Ni hittar instruktioner för registrering på Census Bureaus webbplats. Census tillhandahåller även steg-för-steg-instruktioner för inlämning.

De stora transportörerna erbjuder en ”agent file”, som gör det möjligt för exportören att lämna in EEI hos transportören som agerar som deras agent för inlämningsändamål. Se resurserna nedan:

När ni ska lämna in EEI 

De flesta amerikanska företag behöver lämna in innan sändningens avresa. ”Pre-departure” innebär att avsändaren/avsändaren behöver ha EEI-inlämningsnumret innan kurirföretaget hämtar sändningen. EEI-ITN ingår på fraktetiketten. Inlämningsfrister för EEI-överföringar är följande:

  • Icke-ITAR-sändningar: Senast två timmar före avresa
  • ITAR-sändningar: Senast åtta timmar före avresa

När EEI inte krävs 

Här är några av de vanligaste omständigheterna där EEI inte krävs:

  • Sändningar värda under 2 500 USD baserat på deras HS-kod

    • Exempel A: En sändning inkluderar två artiklar klassificerade under två olika HS-kodnummer:

      • Artikel A med HS-kod 1 värd 500 USD
      • Artikel B med HS-kod 2 värd 3 000 USD

I det här exemplet gäller undantaget 30.37(a) endast för artikel A. För artikel B krävs en EEI-inlämning eftersom den överstiger 2 500 USD efter HS-kod.

  • Exempel B: En sändning innehåller tre artiklar à 700 USD under samma HS-kod, totalt värde 2 100 USD, och artiklarna omfattas inte av myndighetslicenser och kräver inte EEI-inlämning enligt amerikanska exportlagar eller -föreskrifter.

I det här exemplet gäller undantaget 30.37(a), och ingen EEI-inlämning krävs.

  • Sändningar från USA till Kanada, såvida inte varan uppfyller ett eller flera av följande kriterier:

    • Omfattas av Department of States ITAR
    • Kräver exportlicens eller tillstånd
    • Innehåller rådiamanter
    • Transit genom Kanada
  • Sändningar från USA eller Puerto Rico till andra amerikanska territorier (American Samoa, Commonwealth of the Northern Mariana Islands, Guam, Howland Islands och Wake Island)

  • Sändningar från U.S. Virgin Islands till USA, amerikanska territorier eller Puerto Rico

AES/FTR-undantagskoder

See the table below for AES/FTR exemption codes that classify why a shipment is exempt from EEI filing. Retailers can enter these codes through their shipping system.

Dessa koder gäller inte för sändningar som:

  • Kräver en exportlicens/tillstånd
  • Skickas för lagring i Kanada men slutligen är avsedda för ett tredje land
  • Innehåller rådiamanter
  • Innehåller varor som kontrolleras av USML eller ITAR

EEI-inlämningar ligger på avsändarens ansvar. Zonos bearbetar inte EEI-inlämningar. Avsändaren måste lämna in EEI via Agent Filing hos transportören. Om ni skriver ut etiketter från Dashboard kan ni skicka ITN-numret till transportören. Zonos förhindrar inte etikettgenerering — det ligger på ert ansvar att säkerställa att EEI-inlämningar hanteras för tillämpliga sändningar.
